In recent days, the local information space has continued (albeit without much enthusiasm) to discuss the resignation of the head of the Accounts Chamber of the Krasnoyarsk Territory, Tatyana Davydenko, whom the Legislative Assembly removed from office last week.

And even if this is not the main topic on the information agenda now - both the residents of the region and its leadership have more important things to do - but the very fact that someone stubbornly continues to add fuel to the dying fire is indicative. It testifies that this whole ugly campaign from the very beginning was ordered and well paid for by someone - the slanderers of Uss are trying very hard.

After heartbreaking video messages from the now ex-chairman of the Accounts Chamber, the feigned “righteous anger” of a Moscow journalist, after poorly staged protest pickets and a failed collection of signatures for the resignation of the governor, the second series of the Marlezon ballet began.

When the prosecutor’s office and deputies of the Legislative Assembly clearly explained what the “revelations” were connected with, “bloggers” of the second and third echelons, about whom no one had known before, came to light on the Internet. For them, both the Krasnoyarsk Territory and the Krasnodar Region are somewhere beyond the Moscow Ring Road. But they threw a pretty penny at the guys and they are carrying the blizzard. Moreover, everyone repeats, like a carbon copy, figures and facts that have already been refuted a hundred times: about the “stolen” 45 billion, and about the fact that “a third of the region’s economy” is in the shadows, and about the fact that the “honest and incorruptible” whistleblower of corruption suffered innocently for the truth…

Meanwhile, it is enough to understand the general principles of the economic structure and use common sense to see: this whole game with tears, with juggling of figures and facts (where the total foreign exchange earnings of enterprises is presented as “stolen” money) is a fake from the very beginning. Moreover, it is aimed not only at discrediting the leadership of the region, but also at destabilizing the political situation in it, let’s call a spade a spade.

And the fact that this was a fake became clear literally from the first minutes of Karaulov’s program. I have been watching this figure for a long time and for a long time I no longer believe in his pathos, theatrical pauses and aspirations, meaningful repetitions of the same phrases, which personally make me perceive everything said exactly the opposite.

Life experience, you know...

Coming to this studio to “defend the truth” is a strange decision.

However, we are not talking about Karaulov. And about ethics and decency, punishment and justice. I deliberately do not touch on the legal aspects of Davydenko’s resignation - our commentators, more competent people, will talk about them, I can’t wrap my head around anything else. Here you are - a high-ranking official, you bear full responsibility both for your words and for the legal purity of your actions - both in the service and outside it... Well, how could you go to the podium of the Legislative Assembly and on television with some kind of accusations, make honest eyes, clearly understanding that behind you is such a trail of, to put it mildly, very complicated affairs and business squabbles with material interests? Maybe not your personal ones (although who knows?). But shouldn’t the head of the Accounts Chamber be crystal clear and impeccable in everything? Including through family ties. If you take upon yourself the role of a fighter for the truth, then be so kind as to denounce them in such a way that even a mosquito won’t hurt your nose. So that even the most evil and biased prosecutor does not find a single clue for which he can find fault with you. And there, as I understand it, there are not just clues - hooks.

There is still this residue left from this whole story - the reputational loss of power. People have always known that the Accounts Chamber is the main controlling body of regional legislators. If “someone is here and there sometimes”, she will not allow this, she will expose her, she will catch her by the hand. People are used to trusting her unconditionally. But it turned out that the person leading this body compromised not only himself, but also his colleagues. What kind of trust in the Accounts Chamber can we talk about then? Once you lie, who will believe you? By and large, Tatyana Alekseevna was sent into retirement for this.

As for violations in the forest complex of the region, they certainly exist. Both the governor and law enforcement agencies are fighting and have been fighting them long before the high-profile “revelations.” And this work will continue.

– I voted to support this decision (for the resignation of Tatyana Davydenko. – NKK). The arguments of the prosecutor's office were taken into account, which clearly indicate the legal grounds for early termination of powers. These are facts indicating abuse of official position in the interests of affiliated persons in the field of aviation. And violation of anti-corruption legislation is a conflict of interest. Tatyana Alekseevna’s arguments to the contrary did not convince me as a deputy.

As for other aspects, this issue cannot be separated as a whole from the psychological and emotional situation that has developed in the Krasnoyarsk Territory. The Chairman of the Accounts Chamber actively participates in the political campaign, information war, and participates in interviews where frankly unreliable and false information is presented. A journalist, of course, may not know something, may say false information for the sake of some interests and goals. But the chairman of the region’s Accounting Chamber hears all this and does not even try to refute these notorious 45 billion that were “stolen,” although this is just revenue. In my opinion, from a moral and ethical point of view, in accordance with the code shared by the control and accounting bodies of the constituent entities of the Russian Federation, this is unacceptable behavior. This is either unprofessionalism or participation in a campaign that discredits the Krasnoyarsk Territory.

– Tatyana Davydenko understood that she would have to resign from the post of chairman of the Accounts Chamber, and as an experienced apparatchik she tried to take a proactive step. Most auditors accused Davydenko of pursuing political interests, manipulating figures, and expressed no confidence in her. This is superimposed on the state of public opinion, the growth of protest sentiments and dissatisfaction with the authorities. Therefore, many people perceive Davydenko as a victim, a person who suffered for his civic position. But that's not true. The situation in the forest industry, of course, needs to be sorted out. But that's a completely different story. And Tatyana Alekseevna turned out to have a lot of skeletons in her closet, so her resignation is natural.

A reason to remember “Stop the pulp and paper mill!” was the last program “Crossroads” on Cherepovets Channel 12 with the participation of the respected owner of Severstal. It clearly provoked a surge of public excitement. What the author can judge from personal experience is that the very next day he was literally pinned to the wall by one very corpulent and respected gentleman in the city, who demanded that he immediately decide on his position in relation to the construction of the pulp and paper mill, in general, and Alexey Mordashov, in particular, because “the whole city is against it.”

In fact, this acquaintance of mine with trembling hands and a red face from excitement is not the only one in the city. In the ranks of opponents of new industrial construction today, indeed, there are “shinarmass” - the well-known “yellow mark” is easily found on the rear window of not only budget cars, but on quite presentable, tinted Lexuses, cruisers, and other vehicles.

What unites all these people in their general rejection of Mordashov’s plan, which seems to have already been agreed upon by everyone: with the foreign partner who has the necessary technologies and competencies, and with the leadership of the region, and, perhaps, with someone higher up?

After all, if you look at it, the idea is good: to build a powerful, modern production facility, the same, scientifically speaking, “multiplier”, which will essentially give a second life to the Vologda forestry industry, which is currently in obvious stagnation, and at the same time will improve the health of our taiga, which is littered with no one. an unnecessary chap. But, most importantly, the region will have a new source of tax revenue, and local residents will have the prospect of new high-quality (in terms of working conditions and wages) jobs.

Of course, the investor also has a “selfish” motive - to make money. But this is precisely the case when it is optimally balanced by intangible internal motivation: an ambitious and completely sincere desire to build “the best pulp and paper mill on Earth.”

“And, nevertheless,” as the unforgettable Emmanuil Gideonovich used to say from “Radio Day.” Everything good that is in the project is not noticed or is called into question (even if this offends the doubters themselves - for example, the statement that our workers are not able to comply with technology as strictly as the Finns). All that remains on the surface is a nasty dregs that is difficult to verbally define. In fact, this is not even a thought, not serious arguments against it, just a bitter emotion.

It is clear that there are people deliberately fueling it and maintaining this fire for their own selfish interests. But the vague bitterness was not instilled by them; everyone has felt it for a long time.

The immediate personified irritant is the already mentioned Alexey Alexandrovich, who, as is commonly believed, has long been a Muscovite and who “doesn’t give a damn about Cherepovets,” as my recent aggressive interlocutor put it. When I timidly objected that it was necessary to sound the alarm about this earlier - when it was determined which Marquis of Karabas would own both Severstal and the surrounding “fields,” he waved it off: “that was a long time ago.”

But the sediment remained! And no one knows for certain what things our “robber barons”, the current “pillars” of our native economy, had to cross on the way to power and property. “Either he stole it, or it was stolen from him.” But there was definitely a theft, and they still can’t forgive it. Not only “those over 50,” but also younger people are haunted by the feeling of deep-seated unrighteousness and wrongness, that “malice” that has haunted us for almost a quarter of a century.

It seems that the reaction to the pulp and paper mill project is just a reflexive, like vomiting, reaction of people who do not know what else and how they can change in their lives. He is like a poisonous drop (capable of killing more than one horse), into which the Cherepovets industrial darkness has thickened, turning almost into a national metaphor.

It’s time to remember another product of the same smoky Cherepovets twilight - Leonid Parfenov, a fierce fighter against our common Soviet past, who made a whole career for himself on this. The heightened feelings of a professional anti-Soviet can be trusted, and in his latest “Namednya” he sounds the alarm: “Sovietism has become more active in our lives!” Confirming the general assumption that the big country is changing.

Where is its new helmsman turning, having decided to satisfy the general request of passengers to move away from the timeless rotten backwater? Is the author of the hypothesis right that the national leader wants to slightly rewind time, return Russia, no, not to the full and final “scoop” (which is impossible and would be tantamount to disaster), but to that point of bifurcation (“to a new political thinking"), where can we try to correct course, following the experience of the country’s new main partner - China?
